"The conciliation process saw Parliament back down against the Council’s positions. The report is critical of the Council’s position but it accepts it, in the interests of compromise, on the condition that this does not set a precedent for the future. We are not making light of this discussion on delegated acts, which has been dragging on since discussions on this report began. However, there is more at stake in the discussion on the financing instrument for development cooperation than this issue. In concrete terms, as the financing instruments are inseparable from the political objectives that they serve, further reflection is needed on one fundamental issue: the direction taken by the EU’s development aid and cooperation policy. Moreover, in this matter there are not only quantitative aspects to bear in mind, relating to the amount of funding, which has been delayed in fulfilling its commitments, but also qualitative aspects, which are no less important. Among other aspects, due to its responsibility to set an example, it is once again important to denounce the way in which the Commission has sought to impose free trade agreements (so-called economic partnership agreements) on developing countries, despite much resistance. These agreements are becoming a condition, whether explicitly or implicitly, of present and future aid."@en1
