lpv:translated text	"Regulation (EC) No 1394/2006 established a financing instrument for development cooperation with industrialised and other high-income countries and territories. Since then, it has sought to extend the scope of the regulation to include also cooperation with developing countries that do not fulfil the criteria of Official Development Assistance, as set by the Organisation for Economic Cooperation and Development, but which are very important for EU foreign policy, such as China, Mexico or Brazil. However, given the disagreements that arose between the institutions during the legislative process, a conciliation committee was formed. This made it possible, after eight trialogues, to reach a final agreement, confirmed in writing on 24 and 26 October 2011. As I believe that this initiative is important in terms of EU external action, and as it has been possible to reach a comprehensive agreement between the institutions, I voted in favour."@en1
