"The European Central Bank (ECB) Annual Report for 2010 concerns the difficulties that the EU has been facing for some months. It is utterly pertinent that the rapporteur points out the successes that have been achieved, in spite of recent events. Indeed, monetary union appears to have been behind the success of the single market, providing the necessary conditions for a comprehensive system of free trade. It has also allowed the introduction of mechanisms for correcting and monitoring the public finances of the Member States, despite these being weak, which seem to be the source of the current turbulence. However, although monitoring mechanisms are provided for, there is a lack of a central governance mechanism, which has led the ECB to intervene. It should be noted, for instance, that since its introduction, there have already been dozens of violations of the Stability and Growth Pact, including by France and Germany. I therefore voted for the resolution, in view of the fact that the most crucial thing is to have a genuine EU fiscal policy."@en1
