This situation not only leads to serious effects on food security and environmental protection, but also to the loss of both short and long-term social and economic opportunities. Illegal fishing can in fact lead to the collapse of a fishery, seriously impairing efforts to rebuild stocks that have already been depleted. Existing international instruments addressing the phenomenon have not been effective due to a lack of political will, priority, capacity and resources to ratify them. The European Union has a very important specific responsibility, since it constitutes the world’s largest market for fish and is one of the major fishing powers."@en1
