"Illegal fishing is a widespread phenomenon: a recent study estimates that it accounts for between 11 and 26 million tonnes per year. In 2011, the FAO adopted a plan of action to combat illegal, unreported and unregulated fishing, which is a priority of the international community. Some progress has been made in specific fisheries. Nonetheless, in many places the statement is still valid. In my opinion, the EU has a special responsibility when it comes to combating illegal fishing. It is, in fact, the world’s largest market for fish products. Since approximately two-thirds of the world’s oceans are beyond areas of national jurisdiction, it is clear that national efforts and regional cooperation are not enough to combat lawlessness. I therefore agree with the rapporteur on the need to establish new regional fisheries management organisations or to extend the mandate of existing ones, to cover areas and/or species not currently regulated. Moreover, since illegal fishing is facilitated by a lack of access to information, I believe it is a priority to introduce measures aimed precisely at increasing transparency in the market."@en1
