"The telecoms sector must be reformed as a matter of priority if we are to facilitate the development of the internal market and promote effective competition, openness and neutrality in relation to the Internet.
However, I would like to remind Members of the Council and my colleagues that new information technology has a variety of user profiles and, in particular, is easily accessible to the most vulnerable members of society, such as children, who should be protected from possible risks of online grooming and child pornography. I would mention, in this regard, that the directive on combating sexual abuse, sexual exploitation of children and child pornography, which the Member States must transpose within two years, was approved during the last part-session. Hence, I would point out that, under Article 24 of the Charter of Fundamental Rights of the European Union, protecting the rights of the child is one of the EU’s main priorities and should be treated as a matter of the utmost importance in all European legislation."@en1
