"Mr President, clearly, we all want a common internal market and this has also brought us many benefits in the European Union. That is one side of the coin. On the other side, however, we also want the Member States to continue to levy taxes on an autonomous basis at particular intervals. This is where I start to feel pulled in two directions, as the one should not preclude the other. In relation to value added tax and sales tax in particular, we have the special principle of reduced tax rates, which is interpreted in different ways within the European Union. Several problems arise in relation to the issue of digital trading in written material, such as electronic books, for example, the fact that the reduced tax rate is applied in one country but not in another. The main problem is that accounting is very difficult in this area. I am pleased that the problem is being addressed with this motion for a resolution and that we want to help ensure that the common internal market also works to the benefit of our citizens in this sector, too."@en1
