"Madam President, in the Digital Agenda for Europe broadband and the Internet are particularly important drivers for economic growth, job creation and enhancing European competitiveness at global level. Furthermore, Europe will only be able to fully exploit the potential of the digital economy once a well-functioning internal market is established in this area. I believe that transparency, the quality of services and ease of switching operators are preconditions for net neutrality, and also guarantee freedom of choice for end consumers. It is important to stress that we need to safeguard an open Internet and at the same time provide high quality services, in accordance with legislation which would promote and respect fundamental rights, such as intellectual property rights, free speech and the freedom to conduct business. We must eliminate the obstacles people face when they try to switch operators, end the practices of blocking and throttling and the discrimination operated by the dominant market players."@en1
