"Madam President, I wanted to begin by congratulating the rapporteur, Mr Kaczmarek, on his excellent work. It is important that every year, the European Parliament take stock of the work of the ACP–EU Joint Parliamentary Assembly (JPA), insofar as this assembly plays a determining role in enhancing the North-South dialogue and in implementing a development policy that is founded on partnership and exchange. 2010 was an eventful year for the JPA, which met twice – as previous speakers have said – in Spain and in the Democratic Republic of Congo, to discuss, among other things, the impact of climate change in ACP countries, the impact of the global crisis, freedom and independence of the media, and food security. In 2010, the JPA also sent the first election observation mission of this parliamentary term. I had the honour of co-chairing this mission in Burundi for the presidential elections with Mr Assarid, a Malian MP. This election observation mission was a real success. We were able to meet all the political players involved and thanks to the dual origin of this delegation, both ACP and European, we embodied a different legitimacy from European and African missions. I therefore call on the JPA Bureau to renew this experience, since it will make it possible to put into practice solidarity and the special relations that unite the European Union and ACP countries."@en1
