lpv:translated text	"Mr President, I, too, would like to express my gratitude to the Court of Auditors for its excellent report and to the Commissioner for the contribution he has made. This is not just a matter of control; it is one that concerns the entire House here. I myself am coordinator of the regional policy, for the Cohesion Funds, and, as rapporteur, I will also be working on the new regulations for 2014-2020. I believe that we could win major battles with those very regulations by the way in which we define things there. We have, of course, done that for the current 2007-2014 period. That has already improved significantly. We need such broad cooperation in this House as well. However, allow me to make two points. First of all, we are referring to the countries concerned by name. That is a very good thing, I think, because it allows you to address the specific issues of these countries. If you see that a handful of countries is responsible for 60 per cent of the errors, you can then apply custom-made solutions. My second point is to do with public procurement. Forty per cent of the errors concern public procurement. What is actually going on here? It might be that, on the one hand, the legislation is too complicated. On the other hand, it might be that the countries concerned lack the administrative capacity to properly implement the legislation. Therefore, you adjust your legislation in that respect – the Commission is also currently looking at that we provide better support significantly reduce the funds for countries. Finally, let me turn to financial innovations, or financial engineering as we call it: this is, in itself, a very good thing, but on top of that, it also means that we should arrive at a point, together with the Committee on Budgetary Control, where we have greater transparency.
