"Mr President, I am not going to repeat what has been said so far. I simply wish to touch on a subject which I feel is extremely important. I want to pick up on the statement made by Mr Ton Van Lierop, the spokesman on regional issues, who said that it is natural for us to have more errors during this period because all the programmes have been implemented at a normal rate and, in any case, the money is not lost because we will recoup it in a few years. The programmes may have been implemented at a normal rate. However, it is not natural for the actual control systems not to be implemented at a normal rate, as well, and not to be adapted to ensure that the errors are not greater than they were at the start; if anything, they should be smaller.
To put it in another way, the money is lost. On the one hand, this is because we will not recoup it all and, on the other, because during these wasted years, the money will not be spent where it is needed, as it was intended, and at the time when it was needed. Therefore, I say that we need much better control systems which are much better suited and much more effective in the period ahead."@en1
