"Madam President, ladies and gentlemen, it is now known that some of the world’s great economies have already declared that they will not be signing a second Kyoto agreement. The European Council of 23 October, taking note of this stalemate in negotiations, declared that the European Union will be prepared to sign a Kyoto 2 only as part of a transition towards a global climate treaty which establishes a schedule and timeframe for all countries. Commissioner Hedegaard has led us to understand that proceeding unilaterally would be a strategic error.
Nevertheless, Parliament continues undaunted, living in a utopia and asking, with the umpteenth resolution which is detached from any sense of reality, that the European Union undertakes to disregard a unilateral reduction of emissions of over 20%. What exactly is the point of Parliament’s mission to Durban, considering that it has no negotiating role, all the more thanks to this resolution which threatens to throw out this piece of scrap paper? The Conference of Presidents would do well to abandon and forget about this useless
