"Poverty and social exclusion are key social factors influencing health and living conditions. There are still crucial disparities between rich and poor when it comes to appropriate access to health and social services, as well as differences in income and wealth, which are continuing to widen in some areas. I think that poverty is a multi-faceted problem requiring an integrated response which takes into account the different stages of life and citizens’ different kinds of needs, and which is also based on guaranteeing access to rights, resources and services, in order to meet the basic needs of any individual. It is impossible to reduce exclusion and poverty without combating inequality and discrimination or guaranteeing the growth of national economies and solidarity with the most vulnerable groups in society, in other words, without allocating national wealth fairly and appropriately.
This is why I urge Member States to adopt serious measures for promoting access to fundamental rights for deprived groups, as dire poverty is a violation of human rights and a serious attack on human dignity, encouraging stigmatisation and injustice."@en1
