"The main objective of the Athens Convention, to which the Member States are bound, is the safety of passenger ships and regulation of the rights of their passengers. This does not mean, however, that action intended to improve legal protection should not be taken, particularly if it is in the interests of EU citizens. The convention has insufficiently regulated a number of issues, including the nature and extent of carriers’ liability and minimum requirements on insurance. So the current Protocol lays on carriers greater obligations towards passengers, specifies the liability for damages caused by accidents and also in the case of terrorist attacks, as well as the claims and the insurance procedures associated with such events. Another beneficial measure is the fact that the European Union has become a contracting partner to the Protocol, which increases its powers in this matter.
