"Although State aid for services of general economic interest is primarily the responsibility of the individual states, and it is essential to respect the subsidiarity principle in this context, as far as the economic and financial conditions are concerned, this area ought to function on the basis of principles and conditions that are part of a legislative framework. I therefore welcome the fact that, as part of its dialogue with stakeholders, the Commission has begun to discuss reviewing and clarifying the rules governing the financing of services of general economic interest. I also welcome the Commission’s approach to simplification, greater transparency and proportionality regarding legal instruments and reducing the administrative burden. Services of general economic interest must be available to all citizens and must be of the highest possible standard. It is mainly necessary to ensure that Member States make social services accessible to all sectors of the population without distinction. In order for them to give greater weight to considerations of efficiency, they should not focus on economic criteria alone, but should also take account of the social, territorial and environmental aspects and consider criteria such as quality, results and sustainability."@en1
