"The Simon report is based on the Commission proposal for the forthcoming review of State aid rules on services of general economic interest. These particular services are especially important for all citizens; however, without State aid, there would be no such services or they would be inadequate. One of the general objectives of the review presented in the report is to increase the contribution that services of general economic interest can make to economic recovery in Europe as a whole. Similarly, it rightly states that citizens need services of general economic interest of high quality, especially social services that moderate the social impact of the crisis. Unfortunately, however, although the report rightly recognises the importance of services of general economic interest to citizens, the guidelines it contains for their application come within the framework of the antisocial EUÂ 2020 strategy. Thus, the application and funding of services of general economic interest are determined mostly by provisions to prevent distortions of competition and their role is clearly undermined. That is why I abstained on this particular report."@en1
