"With the increase in Internet usage, the increasingly common investment in online gambling services and the fragmentation – or lack – of EU-level legislation, it is becoming necessary to take action on this activity at Union level, so as to control a market that is growing rapidly, and around 85% of whose activity is unregulated. By its very nature, the Internet is a platform for cross-border connections. In view of the nature of this phenomenon, there is a need to take regulatory measures that, firstly, monitor this activity and, secondly, harness it financially in the context of the European internal market. In line with the subsidiarity principle, already confirmed by a judgment of the Court of Justice of the European Union, gambling has been excluded from the Services Directive, so the Member States can continue regulating their markets provided that this regulation is consistent with the objectives being pursued, for example, combating addiction to gambling. I am voting for this own-initiative report, since I believe there is a need to create an institutionalised network of cooperation, coordinated by the Commission and based on the Internal Market Information system, so as to share information within the EU in a faster, more efficient and more effective way."@en1
