"I welcome the adoption of this report because I think that recent trends, in particular, the growth of Internet-based services, have created a need for regulating aspects that have been unregulated hitherto. While services offering games of chance were not sold on a cross-border basis until now, this activity has become possible since the expansion of the Internet. At a time when Member States have fairly different regulations on gambling, with two models of regulation available, based either on a controlled monopoly or on licensing operators, it has become necessary to define a minimum set of rules, especially with regard to consumer protection and fraud prevention.
I also support the rapporteur’s idea that it is appropriate to adopt a set of standards for creating gambling operator licensing systems in a transparent, non-discriminatory manner for those Member States which use a licence-based system. Last but not least, I think that measures need to be taken against illegal gambling. This is why I cannot but support the rapporteur’s proposal to create a ‘white list’ of legal operators so that those who engage in gambling are afforded better protection."@en1
