"Madam President, ladies and gentlemen, there is no doubt that a system organised on real and actual cooperation between the Member States dictates that, with regard to the relationship of confidence that is established between the Member States, the principle of freedom of movement should be characterised concretely by effective and assertive instruments.
Mobility of professionals, which is essentially directed towards those who are in a position to add value to activities which take place in another Member State, must surely be interpreted favourably. Compulsory training and compulsory retraining, as well as a minimum standard requirement which allows for equivalence between accreditation systems, appear to be absolutely necessary, especially in a delicate and essential sector like public health; in this way, we can avoid potential distortions in the implementation of a provision which we support and believe can aim for ambitious results in realising concrete and measurable objectives for the benefit of the patient, in the case of health care, and for the benefit of the consumer, in the case of other equally significant sectors."@en1
