In this respect, the checks carried out by my services in the Member States cover both the quality of the checks on the ground and also the quality of the reference database for those checks. For Member States where there is a problem with the quality of the database, in the initial years, we apply penalties that are proportional to the errors observed in the on-the-spot audit. If, by the end of the second or third year, we see that the errors have not been resolved, we ask the Member States to implement recovery plans, and if they do not implement them, we then block their funds. We have had situations where funds have been blocked. For each Member State, we have these very strict monitoring instruments. We can even go so far as to withdraw the accreditation of a payment agency that does not have correct databases or does not have the capacity to carry out checks. In any event, as soon as we see that the errors on the ground exceed a certain minimum threshold, we take the following measures: firstly, we apply penalties, then secondly, we request an action plan and, finally, as a third measure, we block payments."@en1
