"Madam President, I would like to thank Mr Daerden for his report. There is no doubt that the crisis is economic and financial. However, for our fellow citizens, it is, most importantly, a social crisis. If we want to reduce by 20 million the number of those in extreme poverty between now and 2020, we need strong measures which involve all different levels of public authority. We must, more than ever before, meet the commitments undertaken by the European Union in 2010 on the occasion of the European Year for Combating Poverty and Social Exclusion and on the occasion of the creation of a European platform against poverty and social exclusion if we are to have a European framework for social and territorial cohesion. We must preserve and optimise European funds, especially the food aid programme which has been maintained for the time being, improve social protection, and support local and national initiatives to develop services for caring for children, the elderly and dependents. Poverty is a scourge that must be combated horizontally and the time has come for us to take action to lift the most deprived out of their poverty. We must, as political leaders, at European level and at national and local levels, take essential measures to assure them, without discrimination, access to housing, health care, justice and education, as well as a first job with a minimum wage, perhaps indexed to the poverty line in each of the Member States. If we invest in promoting innovation and social engineering and in the reduction of poverty, we will be able to implement a lasting, intelligent and inclusive growth strategy. What we want and need at the present time is a Europe where there is solidarity."@en1
