"Madam President, ladies and gentlemen, I am in favour of the request contained in Mr Daerden’s excellent report that urges the Commission to adopt a legislative provision on minimum income. It is very important that the whole of Europe equips itself with an instrument to defend the weakest people and to grant them a decent life and, at times when people lose their jobs or when the search for work is fruitless, it is important that these people have an instrument that guarantees them the possibility to live decently. This is why I believe it is very important to consider a phenomenon which is affecting Europe for the first time – that of the working poor. Historically, the poor were people without work, whereas today, we are faced with a new occurrence: there are people who work – amongst them many women – who are unable to break out from beneath the poverty line with the money they earn at work. In order to address this phenomenon, it is of extreme importance to make the robust gifts of vocational training available. Only through knowledge and through learning new skills is it possible to overcome the phenomenon."@en1
