"Madam President, this is, of course, a very important subject, particularly so during this current economic crisis. We must be aware that those who are at risk of social exclusion and poverty have to be protected. I know that it is difficult at the moment for Member States to set priorities, but I hope that when they do, they bear in mind those who are homeless and at risk of poverty and social exclusion in many different ways, whether they are older people, disabled people, young people, children or families. I would like to congratulate the European platform against poverty and social exclusion on the work they have been doing to highlight the problem. While combating poverty is, of course, mainly the role of Member States, the platform helps to coordinate policy for exchange of best practice. We must also build on the lessons of last year’s European Year for Combating Poverty and Social Exclusion and boost the involvement of civil society, in particular, NGOs and people living in poverty themselves, whether at European, national, regional or local level. The Commission can also play a coordinating role. I am not calling for new legislation at EU level. I do not think that is the right way forward. My group, in particular, do not want to see EU legislation on minimum income or on social services of general interest. I am sorry that these have been included in the report, and I have asked for separate votes on these. Having said that, I am a passionate supporter of minimum income schemes brought in by Member States at Member State level. We also need national statistics on poverty to be improved. Another key area is to make sure that current anti-discrimination legislation is properly implemented and that the horizontal directive on access to goods and services is unblocked in Council."@en1
