"I believe the sexual exploitation and abuse of children and child pornography are particularly serious crimes because they are perpetrated against people who, owing to their age, are weaker than and often dependent on their aggressors, and are therefore more heavily subjected to all kinds of violence and abuse. There is an urgent need for legislation setting out common measures to combat crimes related to child pornography and the sexual exploitation of children, many of them committed online. There is also a need for European rules enabling the effective combating of websites with paedophilic content or promoting paedophilia, along with child pornography websites, and for laws punishing those who use them. Stricter measures are also needed for those committing crimes of sexual exploitation and abuse of children. The United Nations Convention on the Rights of the Child mentions children’s right to full and harmonious development. It also lays down the right to protection against ‘all forms of physical or mental violence, injury and abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse’.
