lpv:translated text	"Mr President, ladies and gentlemen, let us imagine a sea and ships, big and small, floating on this sea and all fastened to each other. Some ships have holes in the bottom and water is flooding in. All around there are pirates attacking the ships. This picture portrays the European Union today, where budget deficits prevent many Member States from developing. Now, what do we see this morning, after the mist has cleared? Why, Mr Van Rompuy and Mr Barroso have made a sortie with their warships and frightened away all the pirates. Ladies and gentlemen, the decisions made by the European Council have not frightened them away. It could be said that they have not permanently calmed the financial markets. It has bought us time – the time to put Member States’ budgets finally in order. The financial markets have no confidence in the Member States, since the latter fail to deal prudently with their taxpayers’ money. Let us put national budgets in order and use the time these guns have bought for us for now. Thank you."@en1
