"Mr President, I would like to join the others in congratulating the Ombudsman and his colleagues. The data for 2009 reflect a decrease in the number of complaints, and what is more, 58% of those complaints – as has already been mentioned –were lodged online, which inspires optimism. This is a clear reflection of the fact that this institution is operating successfully. The interactive guide that has also been mentioned here today is available on the Internet site and should inspire the Committee on Petitions of the European Parliament to create a similar tool. At the same time, of some concern are the data showing that as many as 65% of the total number of complaints were about the European Commission, and that 33% of all inquiries launched dealt with violations of the principle of transparency, especially as regards access to documents. The relatively young institution of the Ombudsman is drawing constructively from its experience and is contributing toward promoting good practice of administration at European level."@en1
