"Madam President, we live in a world that has changed hugely in recent years – unimaginable 50 years ago – where there is great freedom to travel. But with that freedom has come some dangers. In particular we have seen how a terrorist can strike with devastating effect and how criminals have great ingenuity in getting whatever they require. There is a need for governments in particular to try to protect their citizens. The difficulty is where you draw the line, in particular between security and data protection, profiling, etc. But I think that, on balance, we are getting that balance right. What we have is not perfect but is certainly a basis for improving matters as we go forward, particularly when we are talking about agreements with the US and Canada, etc. It is a start: it is not perfect but is a step in the right direction."@en1
