Mr President, Mr Dominik, Mr Lewandowski, ladies and gentlemen, let us not be under any illusions. We are in the same position in the budget process for 2012 that we find ourselves in every year: faced by a Council that does not understand the issues. As always, the Council has cut the appropriations for the Commission, even the not very large amount for the environment and climate change, for public health and for food and feed safety. Together with the four agencies, this amounts to just under EUR 1 billion, in other words, all of 0.67% of the EU budget. Therefore, we are very pleased that the Committee on Budgets has complied with all our requests and has restored the funding from the draft budget in all cases.
At this point I would like to give my warm congratulations to the rapporteur. Ms Balzani has done an excellent job. We are also pleased that the package which has been negotiated includes seven pilot projects and three preparatory actions from the Committee on the Environment, Public Health and Food Safety. We have never been as successful as this in the past. All that remains now is for us all, together with the Council – and perhaps it will work – to ensure that good results for the citizens of Europe come out of the negotiations."@en1
