"This report tackles the problem of the effectiveness of development aid, which is an issue related to the principles of the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action. Inevitably, it is also associated with the Millennium Development Goals, which are behind schedule, because of the clear contradictions between what politicians say and do. As the report itself says, aid is not enough to bring an end to poverty. Logically, then, development aid should tackle the causes of poverty and eliminate them, rather than just the symptoms. Although frankly insufficient and incomplete, the report includes positive aspects, such as the need to combat tax havens and tax evasion, as well as the reference to creating a financial transaction tax that could channel resources into development aid. We would also stress the observations regarding the cut in official development assistance (ODA), and that an increasing proportion of ODA comes from so-called emerging countries. We do not agree with other points in the report, such as the attempt to essentially hold the governments of developing countries responsible for reduced ‘ownership’ of development aid. Democratic ownership of development aid requires genuine, consistent and effective development aid that respects the needs of peoples, their sovereignty and their legitimate choices."@en1
