"I believe that the mutual evaluation process has served as a useful assessment tool in gauging the level and quality of implementation of the Services Directive within each Member State, as well as the progress of the sector for services as a whole within the wider single market. This was a key exercise in clarifying certain ambiguous situations still prevalent in the provision of services at both national and cross-border level, such as the mutual recognition of professional qualifications, legal form and capital ownership requirements and insurance obligations imposed on cross-border service providers. Ultimately, the process has been instrumental in confirming whether or not the implementation measures adopted in each Member State are being carried out according to the spirit of the Services Directive.
This exercise is a clear example of Member States taking ownership, on the one hand, and the Commission showing leadership, on the other, in pursuit of a better Single European Market for Services. I urge the Commission to take action on the proposals it has put forward in a bid to tackle the shortcomings revealed by the mutual evaluation process and, moreover, to seriously consider applying the process to other policy areas in the future."@en1
