"Public procurement contracts, particularly during a period of general economic stagnation, can undoubtedly be a driver for recovery. This report proposes a clearer definition of the rules and tender procedures, as well as their simplification. Ample space is dedicated to small and medium-sized enterprises (SMEs), so it is necessary to have laws which are as simple as possible. One proposal, in particular, is to make it easier to split larger contracts into lots, in order to allow far greater participation by SMEs in a larger number of tenders.
I would also like to emphasise the need to increase the electronic awarding of public contracts. This system would greatly reduce costs and charges, as well as saving significant amounts of time. Finally, I believe that the report was very well put together and is a move in the right direction. This is why I voted in favour."@en1
