"Public procurement makes a considerable contribution to increasing the transparency of public expenditure and to combating corruption. However, it needs to be modernised in order to improve its effectiveness.
I supported this resolution because I share the view that the EU’s rules for conducting public procurement must be simplified to provide a greater opportunity for small and medium-sized firms to take part in bids. I think that wider use of the opportunities provided by e-government will result in reducing the duration of procedures and streamlining administrative and business expenses. Therefore, I feel that more European e-procurement initiatives are required.
I also share the view that the lowest price should not be the determining factor when selecting a supplier so that other criteria can also be focused on, such as economic, social and environmental benefits, and the entire life-cycle costs of the relevant goods and services can be taken into account. Measures also need to be taken to promote innovative proposals and ensure a higher quality of performance."@en1
