"I was pleased to vote in favour of this proposal for a decision. As the Council has constantly refused to disclose its budget for 2009, Parliament has rightly refused to grant discharge in respect of the budget. As the body responsible for monitoring budgets, Parliament must be able to investigate whether the Council’s spending is legitimate, in the interests of the citizens of Europe. In its role of budget authority, Parliament is also responsible for the Council budget. The ongoing refusal of the Council to disclose details of its budget is damaging the reputation of the whole of Europe. It gives rise to the suspicion that the Council has something to hide."@en1
