"There were serious irregularities in the implementation of the European Police College budget for the financial year 2009. However, I voted in favour of granting it discharge, primarily due to the new management and governance of the College, which displayed a commitment to tackle its deficiencies and to implement measures required by the European Parliament, in particular, the revision of the Financial Regulation of the College, the application of the procurement manual and the decision of its governing board to grant voting rights to the Commission. The fulfilment of these commitments will be closely monitored during the 2010 discharge procedure. I call for CEPOL to be merged into Europol in order to reduce expenditure and increase efficiency.
This is why I called on the Court of Auditors to prepare a special report, during 2012, setting out the costs and benefits in financial and operational terms of merging the College’s responsibilities with those of Europol. As rapporteur for the 2010 discharge of the EU agencies, I strongly believe that the rationalisation of EU agencies is both necessary and relevant."@en1
