"Mr President, we had a very good debate on this subject last night and again this morning, it came up in the questions to the Commissioners. And it is a good thing that we adopted the report in the voting this morning.
There are just two points I want to emphasise. Firstly, I think the emphasis on SMEs is absolutely vital. They are the future of Europe to a large degree and, particularly in relation to public procurement, we can do a great deal to make matters easier for them. I look forward in particular to my proposal regarding the procurement passport for SMEs becoming a reality as soon as possible.
Secondly, as has been mentioned by the previous speaker and others, it is absolutely vital that we get away from the lowest cost tender. This has come up in many discussions I have had in this regard – only this morning with some American business people – because we have to put the 2020 strategy first. Particular issues, like energy conservation and also the overall aspect of employment, etc. have to be taken into consideration when we are looking into these matters."@en1
