"Madam President, the European Parliament, as the only directly elected institution of the European Union, has the competence to grant discharge for the implementation of the Union’s general budget. At the same time, the administration of the Council needs to be subject to democratic accountability to the citizens of Europe, in terms of the funding of the EU budget, and to comply with the relevant rules. Nonetheless, for a long time, the administration of the Council has not accepted any invitation to meet with the parliamentary committee responsible for the discharge procedure, which has yet to receive answers to the questions it has raised. However, the citizens of Europe are entitled to better information on how their taxes are being spent. I therefore feel that discharge should not be granted and, if the final effort to negotiate also fails and if the Council continues to take a different legal view of the competences of Parliament on the matter – given that the dialogue to date has reached a stalemate and the fact that this legal issue is outstanding puts all the institutions involved at risk – we now only have one choice: to refer the matter to the Court of Justice of the European Union, so that it can settle this issue once and for all and the institutions can get back to business as usual."@en1
