"Madam President, the European Commission has recently released legal documents regarding the European food aid programme for the most deprived. Around 18 million people in the European Union benefit from the EUR 480 million programme.
The Commission has presented a proposal which provides for maintaining the current level of assistance. The Commission also suggests that the programme should be fully financed from the EU budget. However, the Court of Justice of the European Union has raised an objection on a formal matter regarding the programme. The opinion of the Court is that the scheme is worthy of support, but that it is subject to the social policies of the Member States and cannot be funded from the EU budget. At the last-but-one meeting of Ministers for Agriculture, a number of countries agreed with the Court’s arguments. In the event of the proposal being rejected, the EU’s assistance to the most deprived will be significantly reduced. We cannot let this happen. What does the European Commission plan on doing should such an event occur?"@en1
