"More than 80 million people, which is approximately 16% of the entire population of the EU, are people with disabilities. EU legislation is aimed at ensuring equal rights for all EU citizens, including people with disabilities. Among these rights is the inalienable right to dignity, equal treatment, to live life independently and participate fully in society. Over its history, the European Parliament has often expressed support for improving the lives of people with disabilities. Parliament, which is elected by EU citizens on the basis of treaties, plays a vital role in representing the public interest. The European Parliament therefore has the obligation to continue to provide support for people with disabilities in their struggle for a dignified standard of life and to guarantee greater rights for such people. This should be done by fully involving people with disabilities in the life of the community. Creating conditions conducive to the employment of people with disabilities, making it possible to exercise voting rights by taking away administrative, legal or technical barriers, ensuring consistency of the rules for use of public transport by people with disabilities, or making it easier to gain access to education at all levels should be our priority. The most important issue is that Parliament has to ensure that the needs of people with disabilities are incorporated into the EU 2020 strategy, its main initiatives and development programmes, taking into account, above all, the needs of people with disabilities in the countries of Central and Eastern Europe, where the system of care for people with disabilities has been neglected for decades, if it ever existed at all."@en1
