It should be underlined that Romania and Bulgaria have made progress on the integrated management of their borders and on strengthening their legal and institutional frameworks. I think these decisions should be taken on the basis of the Schengen and procedures, using the criteria set out for these cases. Other issues should be dealt with in due time and not used by the Member States as a veto or instrument of retaliation or, even worse, to curry favour with domestic public opinion."@en1
