The adoption of the regulation would enable Article 10 of the United Nations Firearms Protocol UNFP) to be applied in all Member States, which would finally establish a uniform system for trade in firearms, their parts and components and ammunition within the European Union. This proposal covers the trade in, and transfer of, non-automatic firearms and their parts and ammunition for civil (non-military) use to third countries, including countries which are not contracting parties to the UNFP."@en1
