lpv:translated text	"In April 2010, a proposal for a decision of the European Parliament and of the Council granting an EU guarantee to the European Investment Bank against losses under loans and loan guarantees for projects outside the Union was tabled. In this connection, a mid-term review of the EIB external mandate was arranged. At first reading, the European Parliament adopted some amendments and, following negotiations with the Council and the Commission, an agreement was reached for the second reading in Parliament. Some of the proposed amendments may indeed result in improvements. However, there is still insufficient accountability and transparency in the use of the EU budgetary guarantee.
