"Insurance guarantee schemes (IGSs) are a useful tool for reducing the risks facing policyholders in the event of the insolvency of an insurance company. I believe we will see an increase in cross-border activity over the coming years, and with consumers therefore being more likely to purchase insurance from firms operating from markets with differing or no IGSs, there are obvious issues in relation to consistency of consumer protection.
The European Parliament has repeatedly demonstrated its support for consideration of an EU-level approach to this matter, something which I fully support, especially in view of the wide variation in existing schemes across EU Member States.
Finally, I agree with the rapporteur that, given the serious implications of the failure of a national insurance guarantee scheme for market confidence throughout Europe, national supervisors should conduct specific Europe-wide stress testing on national IGSs to ensure they are capable of withstanding the failure of one or more insurers, and make recommendations where insurance guarantee scheme models are found to be inadequate."@en1
