"Mr President, I am interested to find out how the subject of the banks will be covered at the next summit. Simply strengthening the banks, which is obviously the cure recommended by Mr Barroso, will not be enough. Now that the market value of the Franco-Belgian Dexia Bank has been halved within a few days, it must finally be clear that our solutions to the banking crisis are not working.
Dexia was rated as being highly stable in the EU bank stress tests carried out in July of this year. It is obvious that rescue packages amounting to billions of euro will not solve the problem without conditions being imposed that must be taken seriously. We also need effective legislation governing bank bankruptcies and meaningful bank stress tests, involving transparency concerning the commitments between countries, in particular."@en1
