"Mr President, ladies and gentlemen, I do not support the European Commission’s proposal. It appears that the Member States worst affected by the crisis have not drawn on the European Globalisation Adjustment Fund (EGF). Whilst the Member States with unemployment rates well above the EU average during the crisis have basically failed to submit any applications, countries that had no significant problems in their labour markets have benefited greatly from this fund. We should also bear in mind that interest in drawing on this fund has decreased significantly. Whilst 23 applications were discussed last year, this year, only seven had been received by the summer break. This suggests that the financial crisis has subsided, and that the current economic difficulties are no longer a consequence of the initial crisis of 2008 and 2009, but are instead a consequence of the debt crisis, which the EGF is not focused on solving. We should also concede that the EGF is associated with a high degree of bureaucracy. If we really want to carry on tackling problems of this type through European resources, which I am personally not in favour of, we should make use of the European Social Fund."@en1
