"Mr President, crisis is an opportunity for evaluation and effective change, not an excuse to plough forward perpetuating more of the same. I do not support this resolution. I do not think the European Globalisation Adjustment Fund is effective. Why? It does not go to those Member States most in need. We have already heard that Germany, Denmark, and the Netherlands accounted for over 30% of applications, and they have good growth. In 2010, many countries with no growth made no applications – including Greece. Why?
Secondly, it targets the wrong people. Those newly redundant are not those most in need; they are usually skilled and experienced and they are advantaged in the job market. We should be helping the young. This is where resources should go. This fund is entirely badly focused. Rather than act now, we should wait for a full evaluation of the fund. I hope we change our emphasis to the long-term unemployed and youth. We must also include this fund in the next financial perspective; it must not be allowed to continue as a
off-balance-sheet item."@en1
