"Madam President, Lampedusa has recently been, once again, the scene of violence due to a revolt triggered by the conditions of detention and the slow progress in transferring refugees to other less crowded centres. Unfortunately, Italy has failed to find a solution to the crisis caused by almost 50 000 illegal immigrants who arrived there at the start of the year, in spite of the promises made by Prime Minister Berlusconi during the visit in March. In fact, the European Union has failed to find a way to tackle the exodus triggered by the instability in Tunisia and the war in Libya. The repatriation agreement is not a viable solution, especially given the tragedy involving thousands of refugees at the border between Tunisia and Libya.
The European Union has failed to keep its commitment to assist refugees on Tunisian territory and is unable to manage the crisis on its own territory either. I condemn this lack of solidarity and involvement and I appeal to the Commission and Council to take urgent action to resolve the crisis involving North African refugees."@en1
