"Mr President, our arguments are surely a statement of the obvious. The ‘Food for Free’ programme urgently needs to be maintained, especially in the current social crisis. As such, the drastic cuts in funds proposed for 2012 are unacceptable. We are calling directly for a new legal framework, so that full use can be made of funds available in the current financial period and the programme can continue after 2013. Apart from the need for agricultural produce to be supplied from government stocks and from the market, the selection of products distributed must not be restricted to products subject to intervention and the facility should be provided for a broader choice in each Member State, based on real needs. The Commission recommends the introduction of financing. Of course we understand the difficulty, if not the impossibility, that this proposal implies for certain Member States that have greater need of the programme. Finally, to those asking for food programmes to be renationalised under each Member State’s social policies, I would reply that, apart from its social dimension, the programme helps to stabilise agricultural markets and farmers’ income in the Union. More to the point, it symbolises a minimum expression of solidarity with its destitute citizens."@en1
