"Mr President, Commissioner, President-in-Office of the Council, this is not a debate; it is a succession of monologues all along the same lines. We are all of the same opinion, though there are divergent views on the methods to be used. However, it should be reiterated that it is not Europe that is responsible; it is the six governments of the countries that have already been mentioned, but which need to be mentioned again: the governments of Germany, the UK, the Netherlands, the Czech Republic, Denmark and Sweden. What is more, these countries are not among the poorest in the European Union, but they are among the most selfish – or are becoming selfish. What those countries really need to understand is that they must take their responsibilities seriously. Do they want to be responsible for, guilty of, and complicit in not giving assistance to people in danger? That is in fact what it is all about. The programme is worth maintaining, especially at a time of crisis, and for the 10 million most deprived citizens of Europe. In three months it will be winter. Solutions must be found, of course, for after 2014 but, more importantly, transitional solutions must be found for 2012 and 2013. We must adhere to the letter of the law; we must withdraw the agriculture budget and transfer it to social cohesion under the heading ‘Fund for the most deprived’. Europe must not shirk its responsibilities. The Member States are, of course, jointly responsible, but Europe cannot ‘cop out’ when it comes to this very important social dimension."@en1
