"Mr President, Mr Cioloş, Mr Sawicki, ladies and gentlemen, I believe that it is undoubtedly the job of the public authorities to support people who live in poverty and that it is our job to ensure that our 500 million citizens at least have enough to eat. It is also undoubtedly the case that this programme will make us more popular and I believe that we are living in an era where popularity will not do us any harm.
I would like to remind you that a relatively short time ago we adopted the Europe 2020 agenda in this House, which states that reducing poverty is one of our goals for 2020. If today we cancel a programme which is moving in this direction, this is not a consistent approach, taking into consideration the fact that food will definitely not become cheaper over the next few years, but in fact will be more expensive. This programme must be a genuine programme for combating poverty and it must be implemented together with the Member States, which are ultimately responsible for social policy.
It must not be a programme which, as in some other countries, and the United States has already been mentioned, is simply an instrument of agricultural policy and which is aimed primarily at reducing surpluses.
In the European Union we do not need the orders of magnitude that are used, for example, in the United States and that involve a significant percentage of the overall agricultural budget. Our agricultural policy works in a quite different way.
For this reason, it will be essential in the short term, in other words during the current financial framework, to restart this programme and to ensure that it continues. In the long term, we will have to consider on the basis of the court ruling whether the goal can better be achieved using other methods."@en1
