"Mr President, we have repeatedly stressed the importance of maintaining a system of free food aid that benefits approximately 18 million people, as happened in 2009. Given that more than 43 million people are in a situation of extreme food poverty and at risk of food poverty, including 20 million children, and that even here in Europe people are sometimes obliged to rummage through bins because they have no food at home, it is unacceptable that this programme should be reduced from EUR 500 million to only EUR 113 million in 2012 and 2013. It is true that poverty requires other fundamental measures rather than so-called austerity measures, which are only exacerbating poverty and social exclusion, and it is vital to take into account Parliament’s resolution of 4 July, which includes the promotion of an agreement on guaranteed minimum income, based on 60% of the average national income of each Member State. It is time for the Commission too to table a proposal on this issue."@en1
